The Modest Proposal meets the satire criteria, because he talking how to make a change and help the people but his resolution don't sound that good, because it sounds like he is not taking it serious. Also that he did "research" to come up with idea's that will benefit the mothers and everyone poor. He calls them "modest" that they are humble that how he comes about them but in reality they sounds absurd.
